This steep section of shared use roadway is the only place I have ever seen these pull-offs. Bob and I speculated on what they might be for and thought perhaps they were for users who needed to rest on the way back up the grade.
This was verified by Bill Troup - Recreation Superintendent, West Region, Metropolitan Board of Parks and Recreation of Nashville who wrote:
"These are wheelchair rest areas that were required by Metro's ADA Compliance Division. Pedestrian walkway/greenway slopes exceeding a certain measurement are required by the Americans with Disabilities Act guidelines to have level rest pull-offs at designated intervals. This area is particularly steep! We try to dress them up to also serve as overlooks whenever possible."
